US citizens need no visa but must show proof of onward travel. The tax treatment differs fundamentally from Guam and CNMI: American Samoa is a non-mirror territory. Bona-fide residents (183-day test) use IRC §931 to exclude American Samoa-source income from their US federal return via Form 4563, while filing a separate return with the American Samoa Government (ASG) Treasury Tax Office. US-source income, federal employee pay, and self-employment tax remain fully US-taxable. No personal income-tax incentive program equivalent to Puerto Rico’s Act 60 has been found for American Samoa.
