Latvia Nomad Visa: EU Tech Gateway

While Estonia pioneered the e-Residency and Nomad Visa, its Baltic neighbor Latvia recently launched its own Digital Nomad Visa. It offers a 1-year residency in Riga, providing full access to the Schengen zone and a highly educated, affordable tech talent pool, acting as a lower-profile gateway into the EU.

The €3,400/Month Income Threshold

To qualify for the Latvian DNV, you must prove a monthly income of at least 2.5 times the Latvian average gross salary. Currently, this equates to approximately €3,400 (roughly $3,700 USD). You must provide an employment contract or proof of business ownership, and 6 months of bank statements. Crucially, your employer or business MUST be registered in an OECD country or a country with which Latvia has a bilateral agreement (like the USA, Canada, or the UK). If your offshore company is in the BVI or Belize, your application will likely be rejected.

The 6-Month OECD Employment Requirement

The Latvian immigration office (PMLP) is incredibly strict about the duration of your remote employment. You must prove that you have been employed by the same OECD-registered company (or running your own OECD-registered business) for at least 6 months prior to applying. You cannot simply spin up a US LLC yesterday, assign yourself a salary, and apply today; you will be rejected.

Pet Import Logistics (From USA)

Latvia adheres to standard EU pet import regulations. From the US, no rabies titer is required. You need an ISO microchip, a rabies vaccine (at least 21 days old), and the USDA-endorsed Annex IV EU Health Certificate. However, Latvia (like Finland and Malta) enforces a strict tapeworm (Echinococcus multilocularis) treatment requirement. Your dog must be treated by a vet exactly 24 to 120 hours before crossing the Latvian border. If you fly from the US into Frankfurt and then take a delayed connection to Riga (RIX), pushing your timeline past 120 hours, your dog will be denied entry.

The Solution/Structure

1. Verify your employer or LLC is registered in an OECD country and that you have a 6-month operational history.
2. Apply for the DNV either at the Latvian embassy in the US or locally at the PMLP office in Riga (if entering on a Schengen waiver).
3. Time your dog’s tapeworm treatment exactly within the 24-120 hour pre-flight window, factoring in European layovers.
4. Secure a registered residential lease in Riga.
5. Purchase mandatory Latvian health insurance.

The Tax Residency Trigger

The Latvian DNV does not automatically exempt you from taxes. If you reside in Latvia for more than 183 days in a 12-month period, you become a tax resident and are subject to Latvian progressive income taxes (which peak around 31%). If you want to use the DNV purely for Schengen access without paying local taxes, you must strictly limit your physical presence in Latvia to 182 days or less.

The Final Deadline/Critical Rule

The Latvian DNV is issued for 1 year and can be renewed for a second year. However, it explicitly does not count towards permanent residency. After the 2 years are up, you must either secure a standard work permit (sponsored by a Latvian company) or leave the country.

In summary, the Latvian Nomad Visa is an excellent 1-year wedge into the EU for OECD-based remote workers, provided you rigorously manage the 120-hour tapeworm treatment window for your dog.
