Canada’s Startup Visa Program (SUV) grants permanent residency to foreign entrepreneurs who secure a Letter of Support from a designated Canadian venture capital fund, angel investor group, or business incubator. Unlike most startup visas globally, the Canadian SUV leads directly to permanent residency — not a temporary work permit.

The Requirements

Letter of Support

You must obtain support from one of:

  • Designated VC fund: Minimum investment commitment of CAD $200,000
  • Designated angel investor group: Minimum investment commitment of CAD $75,000
  • Designated business incubator: Acceptance into the program (no minimum investment)

The incubator path is the most accessible — many designated incubators charge program fees of $30,000-75,000 CAD in lieu of equity investment.

Language Proficiency

  • CLB Level 5 in English or French (IELTS 5.0 or TEF equivalent)

Settlement Funds

  • Sufficient funds to settle in Canada (varies by family size, ~CAD $13,000-35,000)

The Application Process

  1. Develop your startup concept and pitch deck
  2. Apply to designated organizations (full list at IRCC website)
  3. Receive Letter of Support and Certificate of Commitment
  4. Submit PR application to IRCC
  5. Processing: 12-24 months (work permit available while waiting)
  6. Result: Permanent residency for you and your family

The Tax Structure

Canada taxes residents on worldwide income at combined federal + provincial rates up to 53% (highest bracket, in some provinces). Canada is not a tax optimization jurisdiction. The value is the PR itself — Canadian permanent residency grants:

  • Access to universal healthcare
  • Path to Canadian citizenship (3 years of PR)
  • A Canadian passport (visa-free to 188 countries)
  • Ability to live and work anywhere in Canada

The Startup Requirement

Your startup does not need to succeed. The PR is granted based on the designated organization’s assessment of your potential. If the startup fails after landing, your PR status is unaffected. This makes the SUV one of the lowest-risk startup visa programs globally.
